The differences between the United States and the European Union on how much agricultural subsidies and tariffs should be cut, and the extent to which large developing countries should open their markets in return, have always hampered the Doha Round negotiations.
Leaders of developed countries once referred to 2011 as the “window of opportunityâ€. Lamy previously said that the negotiators are expected to submit preliminary versions of the draft final agreement by the end of April, including subsidies, anti-dumping rules, non-tariff barriers and other regulatory content.
Lamy blamed the stagnation of the Doha round of negotiations on the tendency of some countries to prefer bilateral trade agreements rather than global agreements. “Great powers may think they can adopt a bilateral model, but most WTO members know that a multilateral model can be established to establish a fairer international trading system,†Lamy said.
Since the beginning of 2011, the Doha round of negotiations has been suspended, more recently in July 2008. Some experts pointed out that 2011 may be a later opportunity to reach an agreement.
